Metropolitan Sewer Subdistrict d/b/a/ MetroConnects (“MetroConnects”) and Renewable Water Resources (“ReWa”) are committed to protecting health and clean water. Critical to both organizations is preparing for natural and human-made hazards. MetroConnects and ReWa need the public’s input to develop a Hazard Mitigation Plan (“HMP”) to proactively address hazards (e.g., flooding) that pose a risk to wastewater services in the areas that these organizations serve. ReWa and MetroConnects are working together to create a joint HMP because of the interdependency of their services. The goals of the HMP are to:
1. Develop a long-term strategy for reducing disaster damage, reconstruction, and repetitive damage to the infrastructure critical for wastewater service in the community;
2. Unlock millions of dollars in potential funding for hazard mitigation and resilience measures that can generate benefits for the community; and
3. Identify and prioritize projects that can help prevent service disruptions to our customers before, during, and after natural and human-made events.
As part of the federal regulations and guidance from the Federal Emergency Management Agency (FEMA), MetroConnects is seeking input from the public during the planning process, including those from underserved and socially vulnerable populations. We invite members of the public to the meeting of the Operations Committee of the MetroConnects Commission at 1:00 p.m. on April 17, 2023, at MetroConnects’ business offices at 120 Augusta Arbor Way, Greenville, SC 29605. The Public Hearing is being held pursuant to Section 6-1-330(A) of the Code of Laws of South Carolina 1976, as amended, for the purpose of receiving public comment concerning the imposition of a Basin-Specific Capital Contribution pursuant to MetroConnects’ Policy for the Recoupment of Basin-Specific Capital-Expansion Expenditures (the “Capital Contribution Policy”). Capitalized terms used in this Notice of Public Hearing and not otherwise defined shall have the meaning given to such term in the Capital Contribution Policy. The Public Hearing shall be conducted publicly and both proponents and opponents of the proposed action shall be given full opportunity to be heard in person or by counsel.
If approved by the Commission, MetroConnects will impose a Basin-Specific Capital Contribution within the Highway 25 Business Park Basin (the “Basin”), which is generally in the area of Highway 25 (August Road) and Bessie Road.
